M-4 Construction and Maintenance Services is an 18 year old company established April 1988, owned by Engr. Leonardo B. Mercado, a Professional Mechanical Engineer. The company caters to the construction needs of the south Luzon area; it is an expert in the construction of telecommunication towers, OSP and ISP work, mechanical, electrical and civil projects. Through the years, M-4 established a reputation of delivering good quality and on-time completion of projects. Thus, M-4 is the company of choice among the big industries at the South Luzon area as a reliable general contractor.


M-4 is strategically located at San Pascual, Batangas where most of the heavy industries, refineries and chemical plants are near. (Caltex Refinery Phil., United Chemicals Inc., Chemphil, LMG Chemicals, Stepan Phil., Fortune Cement Corp., URC-BOPP, JG Summit Petrochemical Corp., Little Fuse Inc., Ingasco, etc.) Nonetheless the company is capable of doing work anywhere in the Philippines as exemplified in their contracts with various telecommunication operators. They excel in various disciplines such as Mechanical, Electrical, Instrumentation, Structural, Maintenance and Civil works.


The year 2003, create a strategic change to the company as M-4 Construction and Maintenance Services advanced from a single proprietorship to a corporation where the family members are the incorporators. That same year M-4 was granted accreditation by Smart Communication Inc. as a contractor in the construction of cellsites for South Luzon. Years of working with Smart has again proven that integrity of work and timely completion of projects creates a very good positive impression and trustworthy relationships on their clients. Recently the company completed a contract with Globe in their Innove Expansion Program, location were spread from Luzon to the Visayas region. Currently the company is doing various contracts with PLDT in preparation for the Next Generation Network- a PLDT ultra modern expansion program that would revolutionize telecommunication in the country. The year 2007 promises a very good outlook for M-4 due to very bullish economy of the country. Foreign firms are expressing confidence, proof is the recent M-4 partnership with Rosenberger, a Germany based supplier of automotive and telecommunication products and equipment.
